中国部官员——项目评估与学习
(1名,三年合约)
项目评估与学习官员向中国部项目支持与本土政策研究经理汇报,并与中国部各项目经理和乐施会内部跨部门的项目质量支持团队共同工作。他或她的驻地以北京为首选,驻地也可考虑在昆明、贵阳、兰州或成都其中一个城市,具体驻地的选择由乐施会与申请人协商。需经常出差。负责中国项目的影响评估和推动项目经验学习活动。项目领域主要为农村发展、灾后重建、基础教育、城市生计等。
一、工作职责
1.协助中国部项目支持与本土政策研究经理,并与相关项目经理共同制定《中国项目影响评估与学习的年度计划》;
2.执行与评估《中国项目影响评估与学习的年度计划》;
3.发展与更新中国项目监测与评估框架、途径、方法论以及相关指引;
4.参与并协调乐施会内部跨部门项目质量支持团队的工作,包括组织跨部门的项目经验学习及信息沟通;
5.其它由中国部项目支持与本土政策研究经理指派的工作。
二、任职资格
1.具有三年以上的参与式和以权为本的发展项目经验,以及国家认可的相关学历;
2.具有应用参与式方法进行项目规划、监测与评估的实践经验,尤其是影响评估方面;
3.具有支持项目干事和合作伙伴进行监测与评估方面的经验,包括能力建设与咨询及建议;
4.能够适应频繁地在偏远地区出差和工作;
5.具备优秀的中英文说写能力,优秀的沟通与表达技巧;
6.具有优秀的行政技能、积极主动性并能发挥团队合作能力;
7.认同乐施会的发展理念与手法。

We are recruiting the following member to join us in our anti-poverty work:
China Unit Officer ——Learning & Accountability
(1-position, 3- year contract)
China Unit (CU) Learning & Accountability Officer reports to the CU Programme Quality Support and Domestic Policy Research Manager, working with CU Programme Managers and OHK’s Programme Quality Virtual Team , is responsible for China Programme impact evaluation (daily project Monitoring & Evaluation is led by respective Programme Managers.) and promoting China Programme experience learning activeties, especially on cross teams (intra Programme team learning to be led by respective Programme Managers). The thematic programmes covered are rural development, disaster management, basic education and urban livelihood programmes. This post will be based in one of the five cities in mainland China (Beijing, Kunming, Guiyang, Lanzhou or Chengdu) where OHK’s field offices are located. The final choice of basing city will be agreed between OHK and the applicant. Frequent traveling is required for this Officer.
A.Responsibilities & duty statements:
1.Support CU Programme Quality Support and Domestic Policy Research Manager, working with respective China Programme Managers to formulate annual plan of China Programme impact evaluation and learning;
2.Implement and evaluate the annual plan of China Programme impact evaluation and learning;
3.Develop and update China program monitoring and evaluation framework, approaches, methodologies and relevant guidelines
4.Liaise with the inter-Units’ Programme Quality Team in relation to thematic programme learning and communications.
5.Work on other relevant tasks assigned by CU Programme Quality Support and Domestic Policy Research Manager .
B.Quality Requirements:
1.A recognized degree with 3+ years of solid work experience in participatory and rights-based development programs and projects;
2.Hands-on experience in participatory approaches to planning, monitoring and assessment of development program and projects, especially assessment of impact;
3.Experience in providing capacity-building and advisory support to program officers and partners in monitoring and evaluation;
4.Able to travel intensively and work in project sites in remote areas of China;
5.Excellence in spoken and written Chinese(Putonghua) and English, excellent communication and presentation skills;
6.Excellent administrative skills, self-initiator but able to work in a team;
7.A commitment to Oxfam’s approach to development.
